Question 

Does anyone know the current security exclusions for New York Harbor;
specifically the concept of "protected vessels"?

I was stopped by a Coast Guard vessel Saturday morning after I had passed
two Statue of Liberty boats loading at the battery.

I had passed them with about 30 yards clearance. I was informed by the
patrol officer that I had violated the security zone around a protected
vessel.

I asked him just what that meant and he politely replied it was a vessel
being loaded such as the Staten Island ferry of an excursion boat etc.

I could not find such a regulation but obviously we don't defy the Coast
Guard.
