I can look out my office window at any time of the day and see this being violated for just about every ferry out there.
Violated by other ferries. Violated by water taxies. Violated by barges. Violated by various pleasure craft.
The ferry pilots seem to make no attempt to steer clear of other craft, and many of the ferries are much faster and more manourverable then the other boats and ships in NY harbor.

There was a new security zone that came out last year in July - covering:
"All waters of the NY Captain of the Port Zone within a 100-yard radius of all mass transit ferries certificated (sic) to carry more than 150 passengers."
Came out July 8, 2005 after the London underground bombings.

Does anyone know the current security exclusions for New York Harbor; specifically the concept of protected vessels?
I was stopped by a Coast Guard vessel Saturday morning after I had passed two Statue of Liberty boats loading at the battery.
I had passed them with about 30 yards clearance. I was informed by the patrol officer that I had violated the security zone around a protected vessel.
I asked him just what that meant and he politely replied it was a vessel being loaded such as the Staten Island ferry of an excursion boat etc.
I could not find such a regulation but obviously we dont defy the Coast Guard.
