Permit system for kayaks is unnecessary, power boats don't need a permit
to dock along the waterfront. 
 Motor vehicles in NYC kill and maim more people in Manhattan in one day
than in a year of kayak launchings.
All of the private commercial marinas along the waterfront are
subsidized either by below market sale of land or tax breaks to the
operators.
The Randal's island fiasco  may even top the Yankee stadium theft of
land and public monies.
