>From the NY DMV page:

Whether it's a tiny fishing boat for quiet days on the lake or a luxury party yacht for cruising around the bay, you must register any motor-driven boat that's used on public waterways in the state of New York, even if the motor isn't the primary source of propulsion.
The Department of Motor Vehicles will issue you a registration certificate valid for three years and registration stickers; the certificate will indicate the registration number, which you must paint or affix to both sides of the boat's bow. Note that if the boat has a trailer, you should register the trailer also

>>Permit system for kayaks is unnecessary, power boats don't need a permit
>>to dock along the waterfront.
>> Motor vehicles in NYC kill and maim more people in Manhattan in one day
>>than in a year of kayak launchings.
>>All of the private commercial marinas along the waterfront are
>>subsidized either by below market sale of land or tax breaks to the
>>operators.
>>The Randal's island fiasco may even top the Yankee stadium theft of
>>land and public monies.
