The U.S. Coast Guard will release a report today on the safety of 
Broadwater, a giant stationary barge that would sit in the middle of 
Long Island Sound holding up to 8 billion cubic feet of liquefied 
natural gas.

The floating depot would be 10 stories high, and almost a quarter-mile long.

Environmental groups see it as a hazard and a terrorist target. 
Developers say it will be safe, and would make a bad target for 
terrorists; if it were hit, the fireball wouldn't even be seen from the 
shore.

A joint venture of Shell and TransCanada, Broadwater is billed as 
necessary to meet the region's energy needs.

The Coast Guard report, to be issued today in New Haven, is a key piece 
of the review of the project by the Federal Energy Regulatory Commission.
