NYCkayaker Liberty State Park boatramp

Is the boat ramp still in operation at the park in
Jersey City ?   I want to launch my sailboat off it's
trailer the first week of June and was thinking the
Liberty Park boatramp would be the way to go.    I do
believe there is a navigable channel out towards the
Statue (I need 3 feet draft) and into the Hudson.

anyone got updated info ?  - my last visit there was
pre 9/11 so don't know what restrictions have been
piled on that area.
