NYCkayaker Car topping boats

We often take our boats out of the city, usually to one of the lakes up 
at Harriman Park. Yesterday while on the Palisades Parkway in NJ, an 
unmarked car pulled us over and told us we couldn't use the parkway 
because our boats protruded from the car. I never heard of this before 
as I have often used the parkway to get up to Harriman park. If this is 
the case then I would suppose it would also be illeagal to use the 
parkway with my bike rack on the back of the car. In any case we took 9W 
and got back on the parkway in NY.
