NYCkayaker Car topping boats

This is an interesting development.
  I also car top boats and rear hitch bikes on the PIP.
  although never been pulled over, I always wondered if I needed
  a " red cloth " tied to the stern.
   
  It might be a rookie with his superior in the car 
  or it might be a new enforcement rule.
   
  Just how far was your " protrusion " ?
   
  Are there any paddlers/bikers out there, knowledgeable in the ways of highway regulation

unmarked car pulled us over and told us we couldn't use the parkway 
because our boats protruded from the car. I never heard of this before

the case then I would suppose it would also be illeagal to use the 
parkway with my bike rack on the back of the car. In any case we took 9W 
and got back on the parkway in NY.
