PIPC has a bunch of dopey regulations that need to be updated. I remember
years ago that ladders were not permitted to be carried on the sawmill river
parkway and other parkways, the rule may have entailed overhanging ladders.
I used to car top a kayak up to Harriman all the time; however, I usually
had a vehicle with a long roofline. I always tied reflective safety vest to
the protruding section. I was probably just lucky I was not stopped.
Many of the PIPC regs are environmentally unfriendly and outdated. A
smaller fuel-efficient vehicle is what the park system should be
encouraging.
Mopeds and Vespa or any motorcycle with wheels smaller than 15 inches are
prohibited from operation within the PIP interior roadways. The max speed
limit in the park is 40 mph, they are encouraging bigger fuel hogging
vehicles and outlawing the smaller fuel-efficient vehicles. IMO the speed
limit should be dropped to max 30 mph in the park, this would make it safer
for the preferred park road users, the bicyclists. The PIP also outlaws
pedestrian on its roadways. Nuts.
