I found this regulation for the PIPC

(b) No motor vehicle shall contain any person or object protruding
or hanging outside or on the top thereof except that sports and
recreation equipment may be carried on the rear of such vehicle or
on a rack designed for such purpose and attached to the top thereof.
Fastenings shall be secure and substantial, and in no case shall any
such equipment be permitted to protrude to the extent it may create
a hazard to other vehicles.
