Anyone else wonder why the woman is being carried by the man in "the peoples pier"  plans?  No handicap access perhaps?

"Pier 40 - Development

The Hudson River Park Trust is in the midst of a selection process for a master developer for Pier 40, which is located at Houston Street and Route 9A. The Trust's objectives in the redevelopment of this pier are to:  incorporate park-appropriate revenue generating uses to create an income stream for the overall park; maintain and improve Pier 40; enhance waterfront access opportunities for the surrounding community and region; and reconnect the park to the surrounding neighborhoods.  

In August 2006, the Trust issued a Request for Proposals (RFP) for Pier 40.The RFP outlined the project's development goals, submission requirements, selection criteria and other information. 

The Trust received four responses to the RFP in November 2006. A committee of Trust Board members and staff conducted an initial review of the proposals solely to determine whether they were minimally responsive to the RFP's requirements. One proposal was from a graduate student and was submitted for his graduate thesis in architecture. This student did not attempt to form a development team that could implement his idea. Another proposal had significant omissions and was also determined to be unresponsive.

The two remaining proposals are being reviewed both by the Trust and the Pier 40 Community Working Group of the Trust's Advisory Council with respect to feasibility and degree of responsiveness to the RFP's objectives.


These two proposals are as follows:
Pier 40 - The People's Pier, submitted by CampGroup LLC in partnership with The Urban Dove: This proposal aims to expand the existing uses of Pier 40 to create a recreation, educational and cultural facility. The existing building would be retained, with several new additions to accommodate the proposed uses. The existing courtyard ballfields would remain, and the number of parking spaces would increase to 2,584. An enclosed eight-court basketball facility designed primarily for use by public school students would be added to the rooftop, as would an indoor/outdoor pool center, additional fields and a 70,000 sf landscaped picnic area on the western end of the pier. A new educational complex with a 75,000 sf high school and 80,000 sf college is planned. 

During the summer months, CampGroup and the Pier Park & Playgound Association (P3) would run day camps on the pier; the camps would have preferred access to the courtyard fields on weekdays. During the school year, the schools at Pier 40 would have preferred access to the fields during school and after-school hours. 

A 50-slip marina would be added on the south side of the pier. New retail would be incorporated on the pier edges. The Trapeze School would be located on the roof level of the eastern shed, Affairs Afloat would continue to operate commercial recreational boats on the north side of the pier, P3 would maintain its space at Pier 40, and a café would be located on the south side of the pier. An office and maintenance area would be offered to the Hudson River Park Trust for rent. 

Pier 40 Performing Arts Center, submitted by The Related Companies, L.P.: This proposal would create a new Performing Arts Center integrated into a redeveloped Pier 40 described as a - downtown interpretation of the traditional performing arts center. Cirque du Soleil would be an anchor tenant with a year-round presence.  The Tribeca Film Festival, along with AMC Theaters, would create an art-house film theater and location for festival screenings, and BASE Entertainment would program and operate a Music Hall hosting live performances. 

A Winter Garden would be located at the western end of the pier, an unenclosed winter skating rink would be located on the south side of the pier, and a farmers' market would be located on the eastern side of the pier. The existing sports fields would be relocated to the rooftop and a passive recreation area would be located on the western side of the pier. Office and maintenance areas would be provided for the Hudson River Park Trust. A sailing school and 50-slip marina would be located on the south side of the pier, and a variety of restaurants would be distributed throughout the cultural campus. A 35,000 sf event facility and small-scale retail would be included. A total of 1,858 parking spaces would be available on the site. A significant portion of the existing building would be maintained on the north side of the pier, while a variety of stand-alone structures would be built on the south half of the pier.
