It will be largely dependent on the weather and WINDS that will determine if you have a good trip or not.
My last experience in the keys (spring 2004) was high winds for most of Feb / March that kept almost everybody onshore.  Virtually none of the charter boats moved for almost 60+ days.
There's not a lot of shelter on the keys and to tell you the truth I always felt paddling in the keys was kinda boring. Not much to see beyond mangroves.

for that time of year I'd recommend paddling into the Everglades instead - either from Flamingo or even more spectacular at Everglades City.   Lots of wildlife and sheltered paddling areas.
