I agree with Sandy and more some.  Not only is it  important for safety to have all decent launch/land sites on the map.  It is also important politically.   This is particularly true for the development of the Jersey side.  I don't remember precisely how many NJ municipalities are lined up across from the full length of  Manhattan.  It must be at least a half dozen.  If you have paddling sites in one or two, you can put pressure on the others if there is an available space for such sites and there are.   Plus paddling on the Jersey side may have a longer tradition than it does on the Manhattan side.
