NYCkayaker river crossings=guide?

So...Ok... Now-- I can't get enough of this river trail thing.  Maybe this is just a theory and not even true...But-someone just mentioned that- the powers that be- didn't want to encourage kayakers that may not have to much experience out there-to attempt river crossings.  Is this true? 
So.... are spots like Governor's Island on that thing? Or-- are they leaving out stuff they think novice kayakers should not atttempt?   And- maybe I'm glad I'm off the map if this is going to encourage not so great paddlers to throw their boat into a busy part of the Hudson!  Or decide places exist-or don't exist to launch and land...
