There is such a landing site--the Edgewater Marina.

I was paddling there today with a group that launched from Tubby Hook  
(Inwood).
 
Edgewater Marina is a ferry terminal during the week. On weekends it  is a 
kayak heaven with 20 somewhat high floating docks. Each dock has about 8  cleats
 
The Marina has "Parrot Park" across the street. One tree was filled with a  
parrot nest the size of a large beaver dam. The nest was ten feet high  
encompasing the entire tree !!!!!!!
 
Ali Fragale gave a wonderful walking tour. She seems to be well-known and  
well liked by local merchants and pedestrians
 
Across the street is a cool pizza shop which prepared tasty pizzas for both  
people and parrots.
 
While we paddled down we passed Heraldo Rivera's mansion on the Hudson. It  
has everything including a speed boat on a lift. The speed boat's name is  
Belle.
 
Oh yes--stats. The distance to Edgewater Marina from Tubby Hook is 5 miles.  
My maximum speed was 8.4 miles. Guess why I went so fast.
