Items that are made for coldwater submersion may work better in cases
like this, the size and weight is small 4 1/2 oz the strobe will attract
attention without hoping  your frozen fingers can manipulate the radio

Trying to operate a cell phone or radio with frozen fingers is a very
real danger. Everyone is going to give it their best shot to get back in
the boat and self rescue. Hands and mouth may be too cold when the
paddler realizes it is time to call for help.  
Many years back when I did lot of cold water diving, even though my dry
suit and thinsulate undergarments was the  best available, the gloves
were the thickest neoprene. I was doing a shore dive off new Rochelle,
everything was fine, got out of the water got back to my car about 200
feet away ,located my hidden keys, I could not manipulate the key to put
it in the car door  lock. My fingers had gotten so cold once exposed to
the cold air they had lost all dexterity. I think I had to use my mouth
and elbows to get the key in the car lock and turn it. I guess I am just
trying to say the little details such as a dropped knife or frozen
fingers can defeat good planning.
Dry suit or wetsuit will increase your survival time.
