The spot is to the immediate right of the 69th street pier.  Owl's Head
Treatment Facility is there and they have a very low concrete wall (waist
high) with rocks cascading down to the water.  One of the rocks is big, flat
and in the corner.  Very easy to access and ideal to use to get to the
water, which is 3 feet further on.
