NYCkayaker Ocean Kayak Prowler 15 and 13 For NYC Waters?

What do you think of the Ocean Kayak Prowler 15 Angler for use in NYC Waters?    Should be fine
except in cold weather, no?

How about the Prowler 13 Angler, although I'm strongly inclined towards the 15.

Are there any caveats you'd suggest to using these kayaks in the Hudson, the Upper/Lower Bay,
Staten Island Kills and Jamaica Bay etc. as opposed to a sit-in touring kayak?
