Bolt stainless steal ladders to seawalls every 1/4
mile or so. Last longer.
The answer to the statement
"They would allow access to the water" is "So????!!!"
A person can JUMP into the water without them as well,
so, maybe in the spirit of safety, fences with razor
wire on top should be installed all along the rivers!
