Life rings won't do any good if they are constantly being removed.  Most of the time all you will have is empty life ring hooks.  

The National Park Service has replaced rings at some access points along the Delaware River with gallon milk jugs.  Two of these are tied together with a short piece of rope.  The 2 tied together jugs are weighted with 2-3 inches of water and hung where life rings would normally be.  There is a sign explaining their use.  They aren't popular with souvenir seekers and if they are removed by vandals there is no cost to replace them.  Rangers check every once in awhile to make sure they are in place and replace them if they have been removed.  They are about as easy to toss as life rings.
