Hi Eric,

A few years ago I was on a boat on the Thames in London and was amazed at 
the bulkheads on both sides of the river with five? six?  tiers of 1/4"? 
grab chains the length of the city and around all the bridge structures. The 
chain arrangement was described to me as being there to be something to grab 
if one ended up in the water.  Miles and miles of chain for the few people 
that end up in the water to have a chance holding on?

There is more tidal range there, 28'? to NYs four or five but the river did 
not seem that much faster than spots in the Hudson and East River.
