Basically, we have a common situation on the water front with steep 
embankment. If people fall in, they have hard time getting back in 
unless there is a ladder or a rope. Or hang on till others can help.

In New York city there is a strong current.

Putting stainless steel ladder every so often is a major undertaking 
especially if the embankment is made of mortar and granite.  So, the 
Coast guard used to put a rope with a milk carton at the end. But people 
take them as a souvenir. All it needs is one of those climbing bolting 
with epoxy, the same tech used to bond tight bolt to rocks in securing 
rappel chains.

What we like to find out is if you can come up with something to replace 
this Coast Guard SAVE PEOPLE home-made gizmo. It should have bright 
(glow in the dark) bottom half and fatigue upper. We can think of 
plastic implant similar to milk carton (perhaps with latch).

I can draw a few "quasi" designs and send it to you if you like.
