NYCkayaker LED red/ green lights for kayaks where is the old study

Where is the study from couple years back by ralph and waterways group on
the available lights for kayak use in NY harbor. 

I remember for most of the LEDS , the consensus was they were too dim and
with  multitude of light pollution in NY harbor, they wouldn't work well in
the busy harbor. LED lights have really increased in lumens and the battery
is smaller and longer lasting.   Which of the led lights for kayaks were ok
except for ability to be seen over the NYC back lighting? They now be able
to be modified for low cost , increasing their output by  300 percent .

Better collimators are also available, It could be an interesting wintertime
project .
