NYCkayaker 5 boro and the USCG

This would mean that there could be no kayak traffic between the Battery 
& Governor's Island, no paddling the East River except in a few spots 
way over along the eastern shore, and navigation along only a narrow 
strip of the New Jersey shore of the Hudson. I wonder what that guy 
would say about the proximity to those other shorelines. This sounds 
"just a little" on the extreme side of cautious to me...
