There is a great difference here between the mileage the coast guard needs
to travels to aid in these instances and the planned paddle proximity to
land and safe harbor. 

That is what the coast guard is for, to aid those in danger, not create
obstacles to paddlers and mandate that substantial amounts of fuel be
needlessly consumed.
