Well said, Tim.  Asking for permission is not just dangerous, it is inappropriate and ludicrous.  
 Notifying the Coast Guard is fine.  Considering any safety suggestions they make is also fine.  
Neither of those is the same as asking for permission, and I hope that is not the mindset of those
in communication with them.
