sorry if this is a dupe, but I haven't seen my clarification of one point yet. I said "There has been a jet ski ban in the national parks since I think 2002. It's now been proposed that the ban - which the authorities don't bother enforcing anyways - be weakened".
At this point, the proposed loosening of the ban is only in Jamaica Bay, not in all the national parks - but I wouldn't be surprised if weakening the ban in one park led to additional challenges in others.
