NYCkayaker East River whirlpools?

Hi,
I've got a question about predictability of conditions
on the East River by Roosevelt Island.
I've only paddled the west channel once, according to
the "standard" counterclockwise circumnavigation
timing, on a day with light winds, and found it fast
but quite smooth.
At other times I've observed, from land, 2'-3'
standing waves, and seen small power boats bounce
around dramatically.
I'm wondering if this is a regular daily occurrence,
strictly correlated with the timing of the tides, or
more a function of tidal strength (phase of moon), or
contrary winds, or Angry Sea Gods, or...
I don't live nearby, else I'd just go observe
regularly, so I'm wondering if any of the East River
could pass on some accumulated wisdom. Just trying to
avoid whirlpools and giant waves in the future,
basically.
