NYCkayaker Broadwater Project

I can't help but worry that Broadwater had an ulterior motive. The giant
terminal in the Sound sounded too weird, too irresponsible. How could they
think it would be approved? Maybe they have another plan that will look tame
compared to the last and they figure it will have a better chance of passing
in the wake of the first. Bait and switch sort of thing?
