NYCkayaker Administrivia: bceq.org blacklisted for spamming

Over the past few weeks, "I C Levenberg-Engel <bceqpres at earthlink.net"
has been attempting to spam the NYCkayaker list, whose address was
apparently was added without prior permission, viz.: "You are subscribed
to bceqpres' e-mail blast." Of course, it's impossible for a mailing
list to subscribe to another one via a proper confirmed opt-in process,
so this makes it instantly obvious that bceq.org is spamming.
I have in response blacklisted both the sender address and the
organization (bceq.org). I have also shared this information with
other people who work in the anti-spam area. It's really a pity when
organizations feel that it's necessary to engage in abuse to publicize
themselves. (There *was* a time when such behavior could perhaps be
excused as merely ignorant. That time ended around a decade ago.
Anyone who isn't acutely aware of the issues today has no business
whatsoever running a mailing list: they're a menace to the entire
rest of the Internet.)
The reason I'm mentioning this here is that bceq.org is apparently
"Bronx Council for Environmental Quality". My guess is that perhaps
some of the people on this list know this organization. If so, then
perhaps you might wish to provide them with some obviously-needed
remedial education covering things such as "it's no more acceptable
to abuse the Internet environment than the physical one" and
"working hard to get yourself blacklisted is a poor strategy if you
actually want to communicate".
