Mike, 
Though not a member of yprc, as a person generally interested in access to the
Hudson and supporting yprc, I'd write an email; but I don't know the specific issues
to bring up.  

If you posted a copy of what you send, I, and perhaps some others, could use it as a
guide to write a similar email.
