Are not there a lot of boat (power) traffic and commercial activities?

Also, currents will put most of novice kayakers out.

We have been thinking about races in Jamaica Bay, informal race meets. 
It is friendlier and less power boats due to shallow nature of Jamaica Bay.

Perhaps, we can put heads together on an event?  Can you think of tying 
various kayaking outfits together in events?
