Bonnie the yprc commodore has asked everybody to write the city of yonkers
"The Alexander Street Master Plan comment period is up to February 20th,

We hope that all of our members will write letters as citizens of Yonkers
and the Hudson Valley, and as individuals with a stake in keeping the Hudson
River waterways open to human powered boats. We all have an opportunity to
play a role in the stewardship of our best resource, the Hudson river."
So the position is everybody has a voice and should express it and not just
hope the negotiations work out on their own accord. The letter faxes and
emails to the city give needed negotiation power to the yprc board when
they meet with the city next week, so early supporting emails and faxes
would be good, you will get a received receipt .i plan on putting in each
problem and subject I have with the DGEIS as a different email, seven emails
with specific subjects will be easy to file than a long list.
The outfit that drew up this plan the dgeis downplayed the historic and
nature and longevity of the YCC/YPRC basically calling it a vagabond club
that moves all the time. Actually, it and the sewage pump station that it
sits in front of it are probably two of the three oldest continuous use
structure still being used on the waterfront, the ironic thing is the sewage
pump plant is considered a NYS significant historical structure. It has two
51 inch pipes that dump sewage into the Hudson, how quaint and historic this
turds must be, I think the YCC can beat that. The cut off date for letters,
emails and faxes for this particular DGEIS is feb 20, so the first course of
action is plenty of faxes and email till feb 20. the yonkers board I think
is meeting with the city nest week , I am going to make sure I have the
letter concerning the YCC relocation in by Monday . I was going to send one
long letter but after tonight's community meeting I believe we would be
would be better off sending each comment on each part separate. the canoe
club is the one of my issue but since there are many good people involved
, and many groups up the Hudson and around the world to support and comment
they will get good support .
The greenway width and construction itself I am very concerned with, since
many people up here have never seen a good working greenway, they don't know
how good it can be if done right . One of the speakers tonight mentioned
that he had put his kayak in for a paddle at the JFK marina and since none
was at the park beside drug dealers he though it was a waste of space and
parkland that wasn't needed and could be used for tax paying real estate
development. The whole NYC waterfront from Houston street piers to 125
street was a scary place until a couple years ago. poorly designed parks
under are not used and do not draw people , most parks in yonkers suck,
you don't find adults there, I think it is always better to crowd source
and work as a collective group. I am sure there are redeveloped waterfronts
around the world that have incorporated the existing historical waterfront
clubs. It is no big deal to extend and build the esplanade around us; they
extended into the Hudson for the Collins project south of us. They are
planning to build a two-lane roadway and a greenway on the riverfront to JFK
marina where there is no current land/
bottom line the more written comments received on this issue the better,
it is a very specific legal process with very specific times frames and
requiring written comments, below is the legal process , we are at the
comments period now

. Scoping-a process intended to elicit comments from interested and involved
agencies and
the public on the content and scope of the GEIS. A public scoping meeting
was conducted on
November 28, 2006, by the CDA. A scoping memo and revised scope was
presented to the
CDA. After due consideration, the CDA adopted the final scope on April 19,
2007, and
circulated the scope to involved and interested agencies and persons.
. DGEIS-a draft document to be published by the Yonkers CDA for public and
agency
review and comment.
. Public review-of at least 30 days, including a public hearing at which any
individual, group,
or agency may comment on the DGEIS. This is feb 20
. Final GEIS (FGEIS)-incorporating into the GEIS relevant substantive
comments made
during public review of the DGEIS.
. Findings-to be made by the Yonkers CDA as the lead agency and involved
agencies no
sooner than 10 days after publication of the FGEIS. The findings will be its
final
determination with regard to the Urban Renewal Plan's potential
environmental impacts and
associated mitigation measures and possible alternatives. Following adoption
of a Findings
Statement, the Yonkers CDA may take action concerning the proposed URP.
Involved
agencies may approve or disapprove elements of the action within their
jurisdiction after they
have subsequently made their own SEQRA findings.
