NYCkayaker kayak launching from public beaches

The rules quoted below say landing is prohibited  except at "designated 
landing areas or in case of emergency", They don't  say that it's OK to land at any 
area not designated for  swimming. Wouldn't it be too much to hope for that 
Park rules  would define all non-swimming areas as automatically being  
"designated landing areas"?
