*License to operate a Kayak Program at Hastings Waterfront (Kinnally 
Cove) *Notice is hereby given that proposals for a license to operate a 
Kayak Program at the Hastings Waterfront will be received by the Village 
of Hastings on Hudson, 7 Maple Avenue, Hastings on Hudson, NY 10706 
until 12:00 p.m. on July 3, 2008.

The Village reserves the right to waive any informality or reject any or 
all proposals should the best interest of the Village thereby be promoted.

Consistent with federal mandates, Requests for Proposals are solicited 
from any and all parties including but not limited to minority 
businesses and enterprises operated and conducted by women.

This Request for Proposal ("RFP") is for services requiring special or 
technical skill, training or expertise. The services requested are not 
"purchase contracts" or "contracts for public works", as those phrases 
are used in bidding statutes.

Proposals may be delivered to the Village Manager at the above address 
by mail or in person. Proposals need not be delivered in sealed form. It 
is the intention of the Village not to disclose any proposal submitted 
prior to the opening date and time. However, the Village cannot 
guarantee unintended disclosure of any proposal submitted in other than 
a sealed envelope, directed to the Superintendent of Parks and 
Recreation, with "License to operate a Kayak Program at the Hastings 
Waterfront clearly marked on the outside of the envelope. Unintended 
disclosure will not prevent the Village from determining an award to a 
vendor, including a vendor whose proposal was so disclosed.

Proposals will be considered firm for at least forty-five (45) days 
after the opening date and time.

No proposer may withdraw his/her/its proposal within forty-five (45) 
days after the date set for the opening therefore, but may withdraw 
his/her/its proposal at any time prior to the scheduled date for the 
opening of the pools.

*_1. Project Identification_: *

Notice is hereby given that the Village of Hastings on Hudson is seeking 
proposals from entities desiring a license to operate a Kayak Program. 
Licenses would be permitted to operate the program at the Hastings 
Waterfront (Kinnally Cove) from July 7 – October 31, 2008 (anticipated 
dates). Licensee would be fully responsible to provide kayaks, staff and 
appropriate insurance as determined by the Village.

Proposers should outline in detail what they propose to offer including 
a description of the following:

1. Proposed Dates of Service ( if anything other than July 7 – October 
31, 2008)

2. Number of days and hours per week proposed

3. Number of kayaks and types

4. Experience and certification of staff

5. Types of programs, lessons/instruction and rental options

Proposers should complete the attachments in full.
