This sounds like when the NYPD arrested rev Billy for "harassment" a couple
months ago. He was reciting the bill of rights to the police in union Square
Park using a cardboard funnel. 
Bet you this is the last nyckayak donnybrook of this winter season, not that
I mind donnybrooks, just this weather.
