I spend a lot of time at Wagner park at the tip of Manhattan at the battery.
The amount of people that walk, cycle, and use the waterfront parks along
this bulkhead has to be 1000 times greater than the users of Ellis island.
Large powerboats and numerous jet skis habitually violate the current
restrictions. What are they trying to protect on Ellis island? The sailing
school is thankfully putting up a strong resistance to these new rules. How
deep is this areas north of Ellis island, could larger vessels get close?
Kayaks, human powered boats, and smaller sailboats should be excluded from
this madness. The security distance from the Battery Park bulkhead at Wagner
Park should be increased and enforced better.
The cruise ship security no entry area should be marked by buoys or some
method.
They really should exclude human powered boats from many of these proximity
regs.
The heliport security zone may be a red herring since there are plans to
move the one near pier 63 further out into the river away from the greenway.
