Thanks for pulling that info out, Rob - I'll try to send something as usual, & as usual hoping that my opinion ends up being one of dozens (my opinion alone carrying about as much weight as...well, any old voting, taxpaying schmoe's, right?).

Also sent the notice along to the harbor cruise folks I used to work for. They probably already saw it but I figured it couldn't hurt - think this will totally suck for them & all the other harbor cruise companies (except the official Circle Line ferries, could actually drive some business to them) if it goes through.

it's not just us little guys who are going to find such a rezoning to be an inconvenience-to-hazard - there was always enough of a motor vessel scrum on the marker line on a nice summer day that the schooner would be forced to stay out of it.

At 150 yards, another 50 yards was sort of OK - some disappointment, but it was still a good view.

At 400 yards I think that the passengers on ALL of those boats will be very disappointed if their skippers aren't shaving the buoys.

Not to mention the fact that even at the current distance, you'd sometimes get a tug & barge bargeing right through the middle of things. Put that line 250 yards out & it really seems like all in all, you get a marginal increase in safety from terrorists at the cost of a pretty likely major decrease in the safety & enjoyment of both commercial & recreational craft in the area.
