Confirming  earlier info, here's an email from CG Water Management that 
there is an indirect  ban on non-motorized vessels 

Hello  Mr. Cook,
Thank you very much for posting the Advisory Notice. There are no  specific 
restrictions for human-powered vessels in the small vessel zones,  however 
due to the large amount of powerboats expected to participate in the  event; 
it would not be prudent to be in a kayak, canoe or board, even with all  
the safety equipment and proper lighting. Law Enforcement units on scene may  
terminate the voyage of any vessels deemed to pose an unsafe condition to 
the  area.
