Try Carteret Waterfront/Veterans Park in NJ. It's almost directly
across from the graveyard and has a floating dock for put-ins. I did
this a few weeks ago.

It's one of the launch sites on the NYC Watertrail, it's in a lovely
park, and there's free parking right there. You paddle around 4 miles
north, the yard is right before the Fresh Kills landfill. I've
generally shot to get there at around or a bit before high water, so
we have help both ways.
I think there was a discussion of favorite launch sites for Graveyard
trips one time though & I seem to recall somebody having another
favorite put-in north of the place (so you could go at low water when
you could see more), and then there was another one in Jersey.
