[NYCkayaker] NYC Public Access Best Practices

Dear Rick,

I won't clutter the list with specific statements and questions, but
one question that might be useful to all is, how might this "living
document" be amended? Does the NYC DEP envision regularly scheduled
periodic reviews with public comments each time, or ad hoc revisions
based on discussions initiated by constituents?

I'm open to either approach, but thought it might help us all shape our
approaches.
